Application Programming Interface (PMAPI) context is a host, retrieve
descriptive text about the performance metric identified by _p_m_i_d.
The argument _l_e_v_e_l should be PPPPMMMM____TTTTEEEEXXXXTTTT____OOOONNNNEEEELLLLIIIINNNNEEEE for a one-line summary, else
PPPPMMMM____TTTTEEEEXXXXTTTT____HHHHEEEELLLLPPPP for a more verbose description, suited to a help dialog.
The space pointed to by _b_u_f_f_e_r will have been allocated in ppppmmmmLLLLooooooookkkkuuuuppppTTTTeeeexxxxtttt
with mmmmaaaalllllllloooocccc(3C), and it is the responsibility of the caller to ffffrrrreeeeeeee(3C)
the space when it is no longer required.
